Second Monitor Stopped Working After a Windows 11 Update

My second monitor stopped working immediately after today's Windows 11 update. I've unplugged and reconnected both the HDMI and power cables, restarted the laptop several times, updated the graphics driver, and tried Windows + Ctrl + Shift + B, but nothing has helped. The monitor is an older second-hand Philips model that looks similar to a Philips V-line 271V8AW, though mine is black. It's connected by HDMI to an Asus TUF Gaming A15 laptop. The monitor's brightness setting also seems broken because moving the slider does nothing. Has anyone found a fix for this?

Try shutting the laptop down completely with the monitor already connected, then power the laptop back on. A normal restart may not force Windows to detect the HDMI display again.

I’ve already tried powering it off and back on with the monitor connected, but it still isn’t detected.
