I have essentially no experience building computers, and my current PC is over 20 years old and far too outdated for modern gaming. With my birthday and Christmas coming up, I'm considering asking for one gaming PC as a combined gift. I've also thought about getting a console, but I'm not sure which would make more sense. Would building a PC from parts be manageable for a complete beginner, or would buying a prebuilt be the better way to avoid unnecessary stress? I'd like strong, ideally high-end performance, but I haven't settled on a budget yet.

You could also use a prebuilt as a starting point and upgrade it over time. That lets you play right away while giving you a chance to learn how the parts work before replacing anything. Be careful, though: some inexpensive prebuilts use proprietary motherboards, weak power supplies, or cramped cases, which can make upgrades difficult. Check that the system uses standard components and has a reliable power supply.
