Should I Choose a 3060 or 4070 for My PC Build?

I'm in the process of upgrading my PC, which currently has a Ryzen 3400G and 16GB of DDR4 RAM. I've been considering either a 3060 or a 4070 graphics card. However, I've heard that my current CPU might bottleneck the 4070. I'm also planning to buy a pre-owned Ryzen 5600X with some birthday money. Given this situation, which graphics card would you recommend? Also, I have a 750W power supply to support either option.
