I'm trying to decide between getting a used 6700XT with 12GB for $300 or a new 9060XT with 16GB for $530. I'm pairing it with a Ryzen 5 5600X and plan to play the latest AAA games at 1080p. What do you recommend?

You can actually find an ASRock 9070 XT for $600 at MSRP now on Newegg. That said, I know prices can vary a lot based on location.
Honestly, the 9060XT is almost double the price, so if saving money is a priority, I’d go for the 6700XT. Just keep in mind, the 9060XT offers a noticeable boost in performance if you're okay with spending more.
Is there a big performance gap between the two?
For $300, the 6700XT is a steal. I wouldn't spend over $500 for a 9060XT, especially when the price difference is so steep.
The 9060XT is pretty solid with that 16GB. If you're aiming for future-proofing and top performance, it could be worth the investment since it handles games really well.

In my country, the 9070 is around $950, which is way out of budget.
