I'm putting together a PC for creative work and gaming with a budget of roughly $1,000–$1,300. I'm deciding between an air cooler and an all-in-one liquid cooler, preferably for under $100. Noise isn't a major concern, so I mainly want good value and reliable cooling. My current parts list includes a Ryzen 7 7700X, Intel Arc B580, B850M Eagle motherboard, and 16GB of Corsair Vengeance DDR5 memory. I'm also open to adjusting the build if there are better ways to use the budget.

I’d choose air cooling for this build. Liquid cooling costs more, adds a pump and extra points of failure, and usually requires more installation effort. Since you don’t mind noise and aren’t planning to overclock, a six- to eight-heat-pipe dual-tower cooler should handle the processor comfortably.
A good dual-tower air cooler is more than enough for the Ryzen 7 7700X. The Thermalright Phantom Spirit 120 SE or Peerless Assassin 120 SE usually costs around $35–$40 and offers excellent performance. A liquid cooler may reduce temperatures slightly and add a different look, but it isn’t necessary here.
That sounds like the better value for me. I’ll probably go with the Phantom Spirit.
I won’t be overclocking, so that makes the decision a lot easier.
