I'm building a PC with an Ultra 7 265KF processor and planning to get a 5070 graphics card. I've noticed that many similarly specced PCs use liquid cooling, while mine will be fan-cooled. Is this a big deal? I don't plan to overclock or anything, so does it really matter?

Your setup should be fine with air cooling! The 265KF processor actually has a decent cooling performance, especially considering the P core layout. Under a 250 watt load, using a good air cooler like the Peerless Assassin, you can expect temperatures around 75-80°C. For gaming loads, you'll see much cooler temps, around 55°C. So unless you're planning to push it hard with overclocking, air cooling is definitely sufficient.
