I'm building a new PC and I have a Zotac 5070 that needs two 8-pin power connectors. I currently have one connector and have another on the way. My question is, can I install the GPU into the PCIe slot and use the onboard graphics until the second power cable arrives? Will it cause any issues to have the GPU in the slot without power? I want to make the most of my available time to build the system now, so is it okay to go ahead and install it?

It definitely requires both connectors to function. So it's better to wait.
I wouldn't risk it. Leaving a GPU installed without power could lead to BIOS conflicts or boot issues, even if it's unlikely. It's safer to wait until you have all the cables.
Sounds like a potential recipe for disaster. The GPU could create some weird issues.
It won’t work without the right power cables. Make sure your PSU can support it—what PSU do you have?
Without both power connectors plugged in, the GPU just won't run, and it might even stop your system from booting properly.
