Windows is running a repair on the C: drive, and Stage 2 has been hovering around 72–74% for at least 10 minutes while continuing to move very slowly. Is it safe to leave it running, and why can this stage take so long? I'm willing to wait several hours, but I'd like to know whether Stage 2 is the final stage or if additional stages will run afterward.

A percentage that barely changes for several minutes does not necessarily mean the repair is frozen. The process may be working through difficult-to-read files or a large number of directory entries, so the estimate can appear stuck before moving again.
Let it keep running and avoid restarting or powering off the computer. Disk repairs can take hours, especially when checking a large or heavily used drive. Stage 2 is not necessarily the final stage, so additional stages may follow once it finishes.

Do you know roughly how many stages there usually are?
