I use my PC for work with several applications open at once, including demanding programs such as FL Studio and Adobe Premiere. At times, the system briefly becomes almost unresponsive—apart from opening the Windows menu—and Task Manager shows the CPU at 100% during those freezes.
My current hardware is an i7-8700K, an Assassin X90 SE cooler, an RTX 3080, and 32GB of RAM. The processor appears to be running around 4.30 GHz. Would overclocking meaningfully improve this workload, or would I be better off replacing the CPU and motherboard? I'm also wondering whether there are other things I should check first, such as temperatures, SSD free space, or thermal paste.

There is not much of an upgrade path on the existing socket. The i9-9900K is the strongest compatible option, but used prices are often too high to make it worthwhile. In most cases, the better move is a newer CPU and motherboard rather than paying a premium for an old drop-in upgrade.
For multitasking and production software, a modern processor with more cores and stronger single-thread performance will help much more than a small overclock. A 12th-generation Core i7 such as the 12700K would be a significant step up, and a DDR4-compatible board could let you reuse your current memory. Just confirm the power supply and cooler are suitable for the new platform before buying parts.
Before replacing anything, check what is actually causing the stalls. Monitor CPU temperatures and clock speeds with HWiNFO or a similar tool, and see whether the processor is throttling. Also check how much free space remains on the SSD; running nearly full can cause major slowdowns. Reapplying thermal paste may help if the cooler has not been serviced in a long time, but it will not fix a CPU that is simply saturated by the workload.
The system is using an SSD, so I’ll check its remaining capacity and monitor temperatures before deciding on an upgrade.
You can try a modest overclock, but don’t expect it to transform the experience. The 8700K already has decent boost clocks, and an overclock generally gives a small percentage improvement while increasing heat and power use. Make sure the motherboard, power supply, and cooler can handle it, then test stability carefully.

A newer platform would mean replacing the motherboard, but you may be able to keep the DDR4 memory. Depending on pricing, a 12th-generation or newer Intel system with DDR4 support could provide a substantial improvement without immediately buying DDR5.
