My 2019 MacBook Air has become extremely slow and laggy, even shortly after startup. Browsing and basic tasks are nearly unusable, while streaming video works normally. The laptop also gets hot quickly and the fan starts running soon after I turn it on. I'm trying to save money, so I'm wondering whether it's worth having Apple inspect it, troubleshooting it myself, or replacing it altogether. Could this be a software or hardware issue that can be fixed?

It’s worth troubleshooting before spending money, especially if streaming is smooth and the problem mainly appears during browsing or other tasks. However, if the fan runs constantly, the computer is hot at idle, or a clean reinstall doesn’t help, replacing it is probably a better investment than paying for major repairs. Even a basic newer laptop should be a substantial upgrade.
Before replacing it, open Activity Monitor and check the CPU and Memory tabs while the lag is happening. Also make sure the startup disk isn’t almost full. Running Apple Diagnostics can help identify hardware problems; start the Mac while holding the D key.
A 2019 Intel MacBook Air was never especially powerful and can get hot under fairly ordinary workloads. If diagnostics don’t find a hardware problem, a factory reset may improve things, but it won’t make the processor perform like a newer machine. An Apple laptop with an M1 chip or newer would feel dramatically faster and run cooler.
