I'm considering an upgrade from my Ryzen 5 5600X with 32GB of RAM to a Ryzen 5 7600X paired with 16GB of RAM, and the total cost is around $350. I've been seeing some mATX motherboards bundled with 16GB RAM on sale. I mainly play games like The Witcher 3 and Arc Raiders, aiming for 1440p on my desk and 4K on my TV. I'm not excited about reducing my RAM capacity, especially since I just added a 5070 GPU to my setup. Should I go for this upgrade, or would it be better to wait for a more significant improvement in my hardware?

Honestly, I don't think it's worth the trade-off. Your 5600X is still a solid CPU for the games you're playing, and at 1440p, you're likely to be more limited by your GPU performance anyway.
It really depends. If you notice your CPU holding back your GPU performance in games, then it could be worth it. Otherwise, you might want to stick with what you have for now.
If you're considering this upgrade, I would advise against downgrading to 16GB RAM. You might find better deals on 32GB options elsewhere, like at Microcenter.
I recommend waiting for a better upgrade or save up for a more robust setup. Maybe look into getting a 5800X3D later on, as that could maximize your current AM4 setup before jumping to AM5.
What GPU are you using? That might help clarify things. It's essential to know how the new CPU and RAM would affect your gaming experience.

I just added a 5070, so that should help!
