The RTX 3080 or RX 6800 XT would both be substantial upgrades from a GTX 970. Your Ryzen 5 5500 may limit them somewhat in high-refresh 1080p gaming, but that does not make either card a bad choice. At 1440p, the graphics card will usually matter more. Compare the condition, temperatures, price, and warranty of the specific used cards rather than focusing only on the model name.
Don’t worry too much about the word bottleneck. Every system has one somewhere, and the 5500 can still run a powerful GPU, especially at 1440p. Buy the best reliable deal you can afford, then sell the GTX 970 after you have tested the replacement. A 750W quality power supply should generally be suitable for these cards, but check the exact model’s power recommendations and use separate PCIe power cables where possible.
A 3080 Ti or 6900 XT could offer more performance, but only choose one if the extra cost is reasonable and the card is in excellent condition.
