I'm planning an upgrade but want to keep spending under control. My current system has a water-cooled Intel Core i9-9900K, 32GB of DDR4-3200 memory, and a water-cooled EVGA RTX 2080 Super. My main priority is improving graphics performance, so I'm considering an AMD Radeon RX 9070 XT instead of a newer RTX card.
I use three monitors: a 3440×1440 main display plus two 1080p side monitors. I play Diablo 4, EVE Online with multiple clients, and various demanding games such as BeamNG.drive, Teardown, and Minecraft.
Would the 9900K create serious bottlenecks or other problems with an RX 9070 XT? Could I install the new graphics card now, keep the existing CPU and DDR4 memory for a while, and upgrade to a newer CPU, motherboard, and RAM later? I'm also near a Micro Center, so bundles might make a future platform upgrade more affordable. I'd appreciate a reality check before spending around $1,500–$1,600.

Upgrade the graphics card first. At 3440×1440, the RX 9070 XT should usually be limited by the GPU, especially in visually demanding games. Your 9900K may hold it back in some CPU-heavy situations—multiboxing, simulation games, very high frame rates, or certain busy scenes—but that doesn’t make the GPU upgrade a bad idea. Try the new card in your current system and monitor GPU and CPU utilization. If the GPU is close to full load, you’re getting useful performance from it; if one or more CPU cores are maxed while GPU usage stays low, that’s a sign to upgrade the platform later.
This approach also lets you separate the upgrades and take advantage of a good CPU, motherboard, and memory bundle later.
A Ryzen 7 7800X3D paired with the RX 9070 XT would be a very strong combination, particularly for games that are sensitive to CPU performance. It should deliver high and consistent frame rates at 1440p, but you don’t necessarily need to buy both parts immediately. Unless you’re targeting very high refresh rates or your current CPU is already causing noticeable stutter, keep the 9900K for now and upgrade the rest only when testing shows it’s holding you back.
I know the 7800X3D is a great match, but I’d rather spread the cost out if the current processor can handle the new card reasonably well.
Your previous 5 GHz all-core overclock could help in CPU-limited games, but running at stock is sensible if temperatures are already high. The 9900K is still capable, though newer CPUs will be noticeably better for minimum frame rates, simulation-heavy games, and running several EVE clients at once. Watch per-core CPU usage and frame-time graphs rather than relying only on average FPS. Also make sure your power supply, radiator loop, and case airflow are suitable for the new card.

That’s basically what I was thinking. The graphics card is the guaranteed upgrade, so I can install it first and see whether the CPU is reaching its limit before spending more.
