I'm new to web development and not great at making things visually appealing. I want to hire an artist to create some stylized trello cards instead of just plain white rectangles. When a card is clicked, it should open up to another stylized display showing more card information.
I'm wondering if it's better to commission the artist for their artwork and set it as a background, positioning text on top of it. Or would it be smarter to ask the artist to break down the artwork into components? Should I just focus on using CSS for the design instead of images?

You can definitely use images, but keep the file size small to avoid slowing down your site. It's a good idea to have a compressed thumbnail version for the background and then load a higher resolution image when the card is clicked.
If you're looking to have field labels with inputs, it might be best to stick to HTML and CSS for your components. You can still use the artist's work as a background by adding it with CSS and adjusting the opacity so it doesn't overpower the text.
I prefer using CSS for as much as possible. If I need to use images, I go for tiny webp files. Nowadays, bandwidth is less of a concern, but I still like to keep things lightweight. Make sure you're optimizing your images!
