I'm using a Lenovo ThinkPad Universal USB-C Dock (40AY) with an HP Pavilion 14-dv2000. If I connect the dock while the laptop is running on battery, it works for a few seconds and then completely loses both power delivery and data. The dock appears to freeze: its white connection light stays on even after I unplug the USB-C cable, and I have to power-cycle it at the wall before it will work again.
There's a reliable workaround: connect the HP's original AC charger to the laptop first, then connect the dock. After the dock is established, I can unplug the HP charger and the dock will continue charging the laptop and powering peripherals normally.
I've already updated the laptop BIOS and dock firmware, disabled USB Selective Suspend and PCIe power saving, changed USB power-management settings, reset the UCM-UCSI ACPI device, performed a full power drain, tested the dock with no monitors or peripherals attached, and disabled HP's USB Always On/Sleep and Charge feature. None of these changed the behavior.
Is this a compatibility or power-negotiation problem between the HP laptop and this dock? Is there a firmware, power-supply, or hardware fix that would let me connect the dock directly while the laptop is on battery?

Since the dock still freezes even with no monitors or USB devices attached, the problem probably isn’t peripheral bandwidth or a display driver. A defective dock or power-delivery controller is more likely. If a higher-wattage adapter and another cable make no difference, request a replacement rather than continuing to chase Windows settings.
There have been recurring reliability issues with several generations of USB-C business docks, including brief freezes and dropped connections. If this unit is still under warranty or was purchased through a business supplier, document the battery-only failure and ask for a replacement dock. The charger-first workaround is useful, but it isn’t a proper fix.
This may be a compatibility problem rather than a Windows power-management setting. Similar freeze and disconnect behavior has been reported with Lenovo docks connected to non-Lenovo laptops, including other consumer systems. If testing with another compatible power supply and a different USB-C cable does not help, the practical solution may be replacing the dock with a model known to work with HP systems, such as a Kensington or Targus universal dock.
The dock may be failing during the initial USB-C power negotiation when the laptop is on battery. The fact that connecting the HP charger first makes everything work suggests the dock and laptop can operate together, but the first power-state transition is going wrong. Check the dock’s power adapter rating and try a known-good replacement with equal or higher wattage, preferably the original Lenovo adapter intended for that dock.

It isn’t necessarily Lenovo-only fault—the HP Pavilion may be handling USB-C power negotiation differently from a business-class laptop. I’d test the dock with another computer before concluding that the dock itself is defective.
