I've been struggling to upgrade my Windows for about a year now, first trying to get to 24H2 and now hoping to upgrade to 25H2, but both attempts have failed. I tried running the ISO setup, but I keep getting the error "0xC1900101 – 0x20017, Installation failed in SAFE_OS phase with an error during BOOT operation." I even tried using the 'fix Windows with update' option, but that didn't work either. This situation is really frustrating, and I would appreciate any help!

It sounds like you might have some corrupted system files causing the upgrade to fail. My suggestion would be to back up your important files and consider doing a clean install from a USB, making sure to delete the existing system drive to start fresh.
Have you tried using the Windows Update Assistant? It can sometimes handle upgrades better than manual attempts. Also, running an SFC and DISM scan can help fix any broken system files. Just open the command prompt as an administrator and type 'sfc /scannow' followed by 'DISM /Online /Cleanup-Image /RestoreHealth'. After that, give the upgrade another shot.
