I recently bought a used MSI RTX 4070, and the display sometimes flickers while I'm gaming. It doesn't happen constantly, but there are occasional moments when it becomes much worse than in the recorded example. Before this, I used a 16GB RX 9060 XT, but I switched because I was frustrated with driver problems. This is the first time I've experienced this kind of flickering. Could the graphics card be defective, or might another part of my system be causing it?

Does your setup use a GPU riser cable? A faulty or poorly seated riser can cause display problems and instability, although you should also check the video cable and connections.
The symptoms look more like a hardware problem at first glance, but confirm that the old AMD drivers were removed before installing the RTX 4070. If you already performed a clean driver removal and the issue appears across different games, try another display cable or monitor and test the card in another system if possible.
I did run DDU before installing the new card, but I’ll repeat the process and continue testing the other hardware.
Start by completely removing the existing AMD and NVIDIA drivers with Display Driver Uninstaller, then install the latest NVIDIA driver fresh. Since you changed from an AMD card, leftover driver components are worth ruling out. If the flickering continues after a clean installation, the GPU, cable, monitor, or another hardware component should be tested by a professional.
