Valorant Drops to 60 FPS Only When Focused on Windows 11

Valorant is capped at exactly 60 FPS whenever it is the active window, but the frame rate rises above 120 FPS when the Start menu or another window is placed over it. Clicking back into Valorant immediately returns it to 60 FPS.

The system uses an Intel Core i7 with Intel HD Graphics 630, a GeForce GTX 1050, 12GB of RAM, and Windows 11. V-Sync is disabled in the game and both graphics control panels. WhisperMode, BatteryBoost, GameDVR, HAGS, and MPO have also been disabled, and Windows is set to the High Performance power plan. Windowed, borderless, and configuration-file changes were tested, along with stopping the NVIDIA Display Container service.

Virtual display drivers were also attempted, but Vanguard blocks them once Valorant receives focus. The in-game active-window, menu, and background FPS limits are all disabled. What Windows or graphics setting could be imposing a 60 FPS limit only while the game is focused?

Valorant has separate FPS limits for the active game, menus, and when the window is unfocused, so those settings are worth checking first. However, if all of them are already disabled, that does not explain the behavior. The fact that the frame rate exceeds 120 FPS while the game is unfocused suggests the GPU can render faster and that the cap is being applied specifically to the focused window.
