What Could Be Causing an Orange/Red Border Around My Windows?

I've got this thin orange/red border showing up around all my windows, including my browser, File Explorer, and settings. I've tried a few things already to fix it. I turned off PowerToys, disabled all browser extensions and themes, checked for any gaming overlays or capture tools through Task Manager, and even did a clean boot with no third-party services running. The border is still there. I also tried resetting my drivers with the shortcut for that. Any idea what deep-seated program or utility might be behind this?

Could it be that you've inadvertently turned on high contrast mode? You might want to take a look in the personalization settings under 'Colors'. Also, check if "show accent on title bars and window borders" is enabled.

Nope, I checked that, and it's not activated. This issue is becoming super annoying, especially since it keeps splitting my screen when I try to open settings.
