What CPU and GPU should I upgrade to for gaming, digital art, and three monitors?

I may need to replace some parts in my current PC and I'm unsure whether to buy the same components again or upgrade to newer hardware. The parts list I provided may not be accessible, but I'm looking for CPU and GPU recommendations for gaming, everyday use, and digital art. The system also needs to support three monitors. My budget is approximately $200–$400, and I'm located in the United States.
