What CPU and parts make sense for a quiet productivity PC under $2,000?

I'm building a computer for an older user whose main tasks will be keeping many browser tabs open, using spreadsheets, and doing general office work. He doesn't need gaming-level performance, but I want the system to feel fast, quiet, reliable, and remain useful for several years. Budget isn't a major concern, though I'd prefer to keep the complete build below $2,000. What CPU, motherboard, memory, storage, and other components would you recommend?

A small desktop or compact build might be a better fit than a large gaming tower. Something like a compact desktop with 24–32GB of memory and a modern integrated-graphics processor would be fast, quiet, and simple to maintain. The most important thing is making sure the user has a comfortable monitor, keyboard, and backup solution rather than adding an unnecessary graphics card.

Look for a bundle with a current midrange processor, motherboard, and 32GB of RAM. Deals on a Core Ultra 5 or Ultra 7 system can be excellent. Choose a non-overclockable model if possible, since it should use less power and be easier to cool quietly. Integrated graphics are perfectly adequate here.

A Ryzen 7 9700X would be more than enough, and a Ryzen 9 9900X would provide extra longevity without being excessive. Pair it with 32GB of DDR5-6000 memory and integrated graphics. There’s no reason to buy a dedicated graphics card for browser tabs and office applications unless he has another use for it.

You don’t need especially powerful hardware for this workload. Even an older six- or eight-core processor with 16GB can handle lots of tabs and office software, but 32GB of DDR5 is a sensible choice for a new build that should last five to seven years. Spend the extra budget on a quiet case, a good air cooler, a quality power supply, and a fast 1TB or 2TB SSD.
