I'm putting together a new PC around an MSI RTX 4070 12GB and don't have a strict budget limit. I mainly want the best-balanced CPU and memory pairing for gaming, while also leaving enough headroom for future graphics card upgrades. I may also use the system for some AI-related workloads, so recommendations for both gaming and productivity would be helpful.

A Ryzen 7 7800X3D works very well with an RTX 4070. With 32GB of DDR5-6000 memory, it should handle modern games smoothly at high settings and high frame rates. It’s a strong value if you find one at a good price, though the graphics card will usually be the limiting component at higher resolutions.
For a primarily gaming-focused build, the Ryzen 7 9800X3D is an excellent pairing. It offers very strong gaming performance and should remain capable through several GPU upgrades. Pair it with 32GB of DDR5-6000 CL30 memory. A 7800X3D is also still a very good option, especially if you can get it around $400, but the 9800X3D is the faster and newer choice.
A 7800X3D is still worth considering at that price. The 9800X3D is better, but the difference may not justify paying much more unless you want the highest performance available.
If you’ll be doing substantial non-gaming work in addition to gaming, an Intel processor such as the Core i5-13600K can be a good alternative. It provides strong gaming performance and plenty of multi-core capability for productivity tasks, although the X3D Ryzen chips are generally the better choice when gaming is the main priority.
For an Intel-focused build with no budget concerns, a higher-end Core i7 or i9 can work, but it may be more CPU than an RTX 4070 needs for gaming. I’d prioritize a good motherboard, cooling, and 32GB of fast DDR5 rather than overspending on the processor.
It should handle everything from competitive games to demanding single-player titles comfortably. For AI work, though, the RTX 4070’s 12GB of VRAM is likely to matter more than choosing between these two CPUs.
