I'm in the United States and have a budget of about $1,200–$1,400 for a gaming PC only. I'll mainly play AAA games and esports titles at 1440p, and I'm not close to a Micro Center. I don't need a monitor, peripherals, or any other accessories. I care much more about gaming performance than appearance, so I'm happy with a plain-looking system if it offers the best value. What parts or prebuilt systems should I consider?

That’s a surprisingly strong deal, and matching those specifications with a custom build may be difficult within your budget. It would leave some money available for upgrades or other accessories.
It’s a good deal for the price, but keep expectations realistic for 1440p AAA gaming. The RTX 5060 may require DLSS and frame generation in demanding games, especially if you want higher settings and smooth frame rates.
