I recently received a 4K monitor, but my desktop was built around a CPU and motherboard that are over a decade old. I upgraded the system to a Ryzen 5 5600 platform for about $300 while reusing my case and some other parts, and now the GPU is the remaining weak point. My current card is an RTX 2080, which still manages basic gaming, but it is clearly not ideal for 4K.
I am not trying to run demanding AAA games at ultra settings. Most of what I play is relatively light, including strategy games, management sims, city-builders, and similar titles. I would be happy with medium or low settings, upscaling where appropriate, and a stable, decent frame rate.
Cards with 16GB of VRAM seem preferable for 4K, but used RX 6800 XT or similar cards are often around $400 or more. I am hesitant to spend that much on a five- or six-year-old card with an unknown history. Around $300, I have been considering an Arc B580, RX 6700 XT, or RTX 3060 12GB. Would any of these provide acceptable 4K performance for my type of games, or is something closer to an RX 6800 XT, RX 6900 XT, RTX 3080, or another higher-tier card necessary? New 16GB cards in the $600–$700 range are outside my budget.

Cards like the RTX 3070 or 3070 Ti are only modestly better than the cheaper 12GB options and still have limited VRAM. If you are spending closer to $400, it makes more sense to compare them directly with an RX 6800 XT or RTX 3080 instead of settling for a small performance increase.
The RX 6800 or 6800 XT would be a better long-term fit because the extra VRAM helps at 4K. A regular RX 6800 can already handle lighter games very well and can run more demanding games with upscaling. The catch is that used pricing and card condition make it harder to recommend if your budget is firmly capped at $300.
For this kind of gaming, a 12GB card can be workable, especially if you use upscaling and keep textures around medium. The Arc B580 is worth considering as a new option, while a used RX 6700 XT or RTX 3060 can also handle less demanding games at 4K. Just do not expect demanding modern titles to run natively at 4K and 60 FPS on those cards.
Do not overlook the RTX 3060 12GB if you want a relatively inexpensive card. It is not especially fast for native 4K, but it is capable for strategy games, indies, management sims, and older titles, particularly with DLSS or reduced settings. It is a practical choice rather than a high-performance 4K solution.
If you can find one near $300, an RTX 3080 is probably the strongest performance option. It can do upscaled 4K with sensible settings, although the 10GB of VRAM means you may need to lower texture quality in newer games. The 12GB and Ti versions are better, but they usually cost noticeably more.
