I'm mainly a console gamer and want to replace my consoles with a living-room PC connected to an LG C3 OLED. My target is 4K at 60 FPS in modern games, though I'm perfectly comfortable using upscaling since consoles rely on it too. I'm still learning how native 4K compares with DLSS and FSR, so I'm unsure how much GPU power I actually need. I don't care about pushing beyond 60 FPS, and I'm open to older or used cards if they offer better value. GPUs such as the RTX 4070 Ti, RTX 5070, and Radeon RX 9070 XT have caught my eye, but I don't know whether they would be excessive or insufficient for this use case. What would you recommend?

You probably don't need to chase native 4K. From a normal couch distance, quality upscaling can look very close to native resolution in many games, especially on a 4K OLED. An RX 7700 XT or RTX 4070 can therefore be reasonable budget options, while the RX 9070 or 9070 XT would be safer choices if you want stronger performance and longer-term headroom.
The RX 9070 XT is a very strong choice for this kind of build and is generally preferable to an RTX 4070-class card or RTX 5070 if the prices are close. Its main disadvantages show up in games that heavily use path tracing or features such as advanced DLSS frame generation. For most regular rasterized games, though, it should handle an upscaled 4K60 target very well.
An RTX 4070 Super is already capable of 4K60 in a lot of games, especially with upscaling, and it can reach higher frame rates in less demanding titles. A newer RTX 5070 Ti would give you more headroom, but it may be more GPU than you need if you're staying at 60 FPS.
The RX 9070 family is worth checking first, including the 9070 GRE, 9070, and 9070 XT. They offer different performance levels at roughly corresponding prices. The GRE's 12GB of VRAM should be adequate for upscaled 4K without ray tracing for several years, while the 9070 XT provides more breathing room. If you find a good used deal, cards like the RTX 4070 Super, 4070 Ti Super, RTX 4080 Super, RX 7800 XT, RX 7900 XT, or RX 7900 XTX are also viable.
That price and used-market guidance is really helpful. I'm about 8–10 feet from the TV too, and my main goal is simply to replace the PS5 and Xbox with a better living-room experience.
