Initially, I thought about upgrading my CPU to one that supports DDR5 RAM, but with the recent price hikes on RAM, I'm now leaning towards just upgrading my GPU instead. One option I'm considering is the RX 9060 XT. Does that sound like a solid choice? I mainly game at 1080p, but I might look into 1440p in the future. I typically play competitive games like ARC Raiders and The Finals, along with some single-player titles like Elden Ring and Lies of P.

I was in the same boat with an i5 10600K, 32GB RAM, and a 5700 XT. I upgraded to a used 6900 XT and it nearly doubled my performance! If you can, consider looking for a used 3080 Ti too; both would be great upgrades at 1440p without issues.
The RX 9060 XT or the 5060 Ti are both decent options for you. At 1080p, you probably wouldn’t need anything higher than that.
