I'm in the United States and have a motherboard budget of about $200–$300. The system will be used almost exclusively for gaming, mainly Roblox. The game I play is hosted on a European server, so I'm hoping to get the best possible ping and want to know which motherboard would be a good match for a Ryzen 7 9800X3D.

An MSI B850 Tomahawk Max or Gigabyte B850 Aorus Elite would both be solid choices for a 9800X3D. Either board should provide everything you need for gaming in this price range.
I wouldn’t choose a motherboard based on Roblox ping. The board itself usually won’t make a noticeable difference, especially when connecting from the US to a European server. Distance and the internet route to the server will matter much more. A good B850 motherboard around $200 should be plenty; putting the remaining money toward wired Ethernet and a reliable router would be more useful.
That makes sense. I’m right next to the router, so using Ethernet is probably the best upgrade for my connection.
Most reputable B850 boards should handle the 9800X3D well. Compare features such as wired LAN, Wi-Fi, rear USB ports, storage slots, and the power delivery rather than expecting a premium motherboard to reduce server latency.
