My computer stopped turning on, so I took it to a technician. They found that it would only start after removing the dedicated graphics card, which I believe is an old GeForce GT 610. I'm using the integrated graphics now, but I'm not sure whether the card is completely dead or could damage another computer. Is it worth selling for parts, giving away, or should I recycle it as electronic waste?

A working GT 610 has very little value today, and if it prevents the computer from starting, you shouldn’t sell it as a functional card. You could list it for free pickup and clearly say that it appears faulty, since someone who collects or repairs old hardware might want it.
It’s probably best treated as electronic waste unless someone specifically wants it for testing or a collection. Don’t install it in another valuable computer just to check it; a failed card can potentially cause startup problems again. Take it to an electronics recycling location if nobody wants it.
You could technically offer it for parts, but an old card like this usually isn’t worth paying to ship. Give it away locally, or recycle it. If you list it, include the exact model and explain that the computer only worked after the card was removed.
That sounds like the safest option. I’ll make sure the listing says it’s untested or faulty instead of presenting it as usable.
