My current PC has a Ryzen 5 1600, RTX 3060 XC, 550W Seasonic power supply, DDR4-2666 memory, and a B350 motherboard. Storage includes a 500GB Samsung SSD for Windows plus 1TB and 3TB SSDs. I use a Samsung Odyssey G7 LS28AG700N NXZA, which is a 4K 144Hz display. I mainly want to improve performance in games such as Resident Evil 4 Remake without relying heavily on extreme frame-generation settings. Which components should I upgrade first, and what parts would be compatible with my motherboard and power supply?

Your 4K monitor is also demanding, and the RTX 3060 will usually be the main limit at that resolution. A newer, faster graphics card would make the largest difference in image quality and frame rate, but many worthwhile upgrades may also require replacing the 550W power supply. Check the recommended PSU requirements for the specific card you choose rather than assuming the current unit will be enough.
The Ryzen 5 1600 is probably the biggest CPU limitation. If your B350 board receives the necessary BIOS update, a Ryzen 5 5600 would be a solid budget upgrade, while a Ryzen 7 5700X3D would be the stronger gaming choice. Check your motherboard's CPU support list before buying, and update the BIOS while the 1600 is still installed.
DDR4-2666 is slower than ideal for a Ryzen system. If you currently have 16GB, moving to a matched 32GB kit around DDR4-3200 or DDR4-3600 would help with newer games and background applications. Make sure to use two matching sticks and enable the memory profile in the BIOS. Storage capacity is less urgent since you already have 1TB and 3TB SSDs.
