I currently have a PC with an RTX 3060, an i3-12100F, 16GB of DDR4 memory, an H610 motherboard, and a 650W power supply. I use it for casual gaming, university work, and small side projects such as mobile apps and websites. I would like to upgrade it gradually whenever I have the budget, mainly to keep the system reasonably modern and preserve its resale value rather than make a huge jump immediately. My long-term goal is something around an RTX 3080 Ti or RTX 4070, but my budget for the first upgrade is about $200. I am comfortable buying a used CPU and was considering starting there. What upgrade would make the most sense first, and which parts are compatible with my current system?

Before spending the $200, make sure you actually need more performance. Your current CPU and RTX 3060 are still a balanced combination for casual gaming and general work. A 12400F is a reasonable upgrade, but it may not noticeably change your experience unless your games or projects are CPU-limited. Saving the money toward a larger future upgrade—such as a better graphics card, more RAM, or a stronger power supply if needed—could provide more value.
Since you are not currently struggling with performance, there is no urgent upgrade you need to make just to keep the system relevant. If you still want a worthwhile first step, a used 12th-generation i5-12400F would be a sensible choice. It gives you a noticeable CPU improvement over the i3-12100F without wasting money on a K-series chip that your H610 motherboard cannot really take advantage of. Check your motherboard’s supported CPU list and update the BIOS if necessary before installing it.

That makes sense. I mainly want small improvements over time so the parts do not lose all their resale value, rather than because the current system is having problems.
