Before buying parts, try reinstalling Windows and updating or reinstalling the graphics and chipset drivers. Since the computer has been sitting unused, software problems or accumulated background processes could be causing the crashes and high CPU usage. If the operating system is installed on an old hard drive, adding a SATA SSD—even a 128GB or 256GB model for Windows and a few games—would make the system feel much more responsive.
