I've noticed a black ring around the tip of my charger, which I think could be from overheating. My laptop tends to run hot, idling at about 65°C—usually up to 80°C during use. A similar thing happened with my old charger, which even sparked once, so I decided to buy a new one. Now I'm worried about this new one too. Is it safe to keep using it?

There’s no way any part of your charger or laptop should reach temperatures hot enough to melt plastic. This is a major red flag. It sounds like you have a serious issue that needs addressing right away.
I would recommend not using it at all. Even if it seems minor now, it could lead to bigger problems down the line.
Why aren't you more worried? If you’ve seen signs of burning or sparking, that’s enough to throw it out and get a new one. Don’t risk it!
You should definitely stop using that charger! If parts are burning off, that means it’s overheating and could pose a fire risk. Seriously, get it checked out or just replace it—better safe than sorry.
