I'm building a new PC with a 9950X3D CPU and I'm trying to decide on the best cooler for it. I've been looking at options like the Arctic Freezer III Pro, Peerless Assassin 120, and Phantom Spirit 120, but I'm torn. I don't have a strong preference between an AIO (all-in-one) or air cooler, as long as I can get the best temperatures possible. Any advice would be greatly appreciated!

If you're aiming for optimal cooling, a three-fan AIO set up as a front intake could work wonders. Just keep in mind, if you're going this route, look for tubing that's long enough! You might regret it if it doesn't reach! This way, you're likely to get better thermals since intaking air is generally more effective than exhausting it.
