I'm trying to figure out the best GPU to upgrade to for my Dell Optiplex 7040. I have 16GB of DDR4 2400 RAM, a 265GB NVMe SSD, and an i7-6700. Currently, I have an AMD 7040HD, but I want something better. Also, I have a budget of around $250 and a power supply unit (PSU) rated at 180 watts, although I can look to upgrade that as well. Any recommendations?

For a decent upgrade without needing extra power connectors, I’d recommend the RTX 3050 6GB. It only uses about 75W, so it should work well even with your current PSU. Plus, if you decide to upgrade your power supply, you'll have even more options!
