I'm currently using an RX 580 and have about $240 to spend on a graphics card upgrade. What would be the best option for that budget? My current power supply is 500W, but I'm planning to replace it with a 650W unit if necessary.

A used RTX 3070 can sometimes be found locally for around $240. It would be a massive upgrade over the RX 580, though you should verify the card’s condition and make sure your power supply has the required connectors and enough headroom. Upgrading to a quality 650W PSU would be a sensible choice.
Check the power supply before choosing a card. A 500W unit may be borderline for an RTX 3070 depending on its quality and the rest of your system, so moving to a reliable 650W model first is a good plan. Once that’s handled, compare local used prices for an RTX 3070 or similar cards.
