I'm currently playing Warzone on a PS4, but support is expected to end this year, so I'm hoping to move to a gaming PC next year. My budget is extremely limited: around 60,000–70,000 JPY (roughly $400–$450 USD), and prices in Japan can be higher than elsewhere. I already own an NVMe SSD and would like to reuse it, so the motherboard must include NVMe support. I need the rest of the tower—CPU, graphics card, RAM, motherboard, power supply, and case—but I'll buy the monitor and peripherals separately. Ideally, I'd like playable 1080p performance around 60–70 FPS or higher on very low settings. I'm completely fine with modest graphics, even around PS3-era visual quality, as long as the game feels smooth. Used parts or a used complete PC are acceptable if that's the only realistic way to stay within budget.

A brand-new system capable of running the current version of Warzone at 1080p and 60 FPS is probably not realistic at 60,000–70,000 JPY. A new RTX 3050 alone, combined with 16 GB of DDR4 memory, can consume most of the budget before adding the other components. Used parts or a used complete desktop are the practical options.
You may need to increase the budget by selling the PS4 or putting the money toward a used system. Even with every setting lowered, Warzone has fairly demanding hardware requirements, and a new PC with the performance you want could cost several times your current budget. Since you already own PlayStation games, comparing the total cost with a newer console may also be worthwhile.
Look for a used combination around a Ryzen 5 3600, 16 GB of RAM, and a graphics card such as an RTX 2070. That kind of system may be possible near your budget if you shop carefully, and it should be far more suitable for low-settings 1080p gaming than a new entry-level build. Check the condition of the power supply and graphics card before buying.
