What’s the fastest CPU that can use 256MB of DDR2?

With memory prices high in 2026, I can only afford 256MB of DDR2. I'm looking for the highest-end CPU that supports that amount of memory and offers modern instruction-set features such as POPCNT. LGA775 is not an option because I want to run Windows 11 version 24H2 or newer. I was planning to rely on a very large pagefile to make up for the limited RAM. Is there any realistic CPU and platform combination that fits these requirements?

For a DDR2 machine, an older Windows release or a lightweight Linux distribution is the realistic choice. Windows XP was designed for hardware from that era and would feel much more responsive, though it is obsolete and unsafe for modern internet use. Even on an old system, 2GB of DDR2 or DDR3 would be a much more sensible minimum than 256MB.

There really isn’t a viable combination here. DDR2 platforms topped out around older AM2 and LGA775 systems, and none of them meet Windows 11’s official hardware requirements. A pagefile cannot replace physical RAM; with only 256MB, Windows 11 would be unusably slow or fail to run at all. DDR3 would be a much better value, and even a basic 1GB or 2GB setup would be far more practical.

A lightweight Linux installation, possibly running Windows in a virtual machine if absolutely necessary, would make more sense than trying to use Windows 11 directly.

Windows 11 officially requires at least 4GB of RAM, and supported Intel processors generally start around the 8th-generation Core lineup. Those systems use DDR4 or newer memory, so there is no officially supported DDR2 CPU for Windows 11. A Core i7-4790K is a strong DDR3-era processor, but it is still outside Microsoft’s supported CPU list.
