I'm looking for the least expensive GPU that can deliver a comfortable 2560×1440 experience in modern games. Ideally, it should have enough VRAM for high or ultra textures, while allowing heavier settings such as shadows, reflections, foliage, level of detail, clouds, volumetric effects, ray tracing, and global illumination to be reduced when necessary to maintain around 60 FPS. I'd also like enough performance and VRAM for DLSS 4 or FSR 4 in Quality or Balanced mode, including frame generation for smoother gameplay. What GPU would be the sensible minimum, especially for new AAA releases?

For a new purchase, the RX 9060 XT 16GB is probably the practical entry point. It has enough VRAM for high texture settings and should handle 1440p well with optimized settings and upscaling. You’ll still need to turn down a few demanding options in the newest AAA games, so it isn’t a guaranteed ultra-settings card.
The RX 9070 GRE or RX 9070 are better targets if you want a more comfortable long-term 1440p card. They provide considerably more headroom than the 9060 XT, which matters for demanding games, ray tracing, and frame-generation workloads.
As a general rule, I wouldn’t choose less than 12GB of VRAM for a new 1440p build, and 16GB is the safer target. The exact minimum depends heavily on whether you prioritize native resolution, ray tracing, maximum settings, or simply a stable 60 FPS with upscaling.
Used RTX 3080 or 3080 Ti cards can still be effective at 1440p, and the RTX 4070 is a good newer option. A 12GB card can work with sensible settings and DLSS, but 16GB is preferable for newer games and high-resolution textures. The 30-series cards don’t support modern hardware frame generation, though software alternatives exist.
A 3060 12GB or even an older 2080 can manage 1440p with optimized settings and upscaling, but they’re closer to the bare minimum. They won’t provide the same consistency or feature support as newer cards.
If you want to buy Nvidia specifically, the RTX 5060 Ti 16GB is worth considering when priced normally, while the RTX 4070 Ti Super is a much faster option with excellent DLSS and frame-generation support. The 4070 Ti Super is more of a high-performance choice than a minimum requirement, though, and inflated pricing can make AMD cards better value.

I’d step up to the RX 9070 GRE if the price difference is reasonable. It offers noticeably more performance and gives you more room to keep settings high instead of constantly adjusting them.
