I'm looking to find the best value GPU that can handle 1080p gaming at 144Hz without ray tracing on high settings. I know I could get a top-end model like the 5090, but I want to know what the lowest-priced options are that will still perform well. Any recommendations?

I’d recommend the 9060 XT 16GB. It’s a solid choice and gives you some room to upgrade to 1440p down the line if you ever want to. Good performance for the price!
I’ve had good luck with the B580 Founders Edition after all the updates. It performs well and shouldn't cost too much.
You can even use an RTX 5050 for that resolution and refresh rate, too. It should do the trick without breaking the bank.
If your CPU can keep up, a 3080 or a 6800 XT would work great for you. The 7800 XT and 7900 GRE are also great options. The 9060 XT is lower-end for rasterization but does support FSR4, which is a nice bonus!
You might also find a 1660 Super for around $100, which is a decent option for 1080p at 144Hz!
