I'm looking to upgrade from my current GTX 1650 and I've come across a couple of options. I'm considering a used RX 6750 XT for $292 or an RTX 2080 Ti for the same price. However, I'm also contemplating waiting for the 9060 XT with 16 GB. Any advice on what I should do?

Honestly, if you're looking to upgrade with the current prices, I wouldn't recommend going for a 3-generation old card. You'll likely regret it soon enough depending on your gaming preferences. Waiting for the 9060 XT seems like the better move.
I feel like both the RX 6750 XT and RTX 2080 Ti are just short-term solutions. If you've managed with the GTX 1650 this long, it might be worth it to wait for the next generation.
Both older cards still perform well, and those prices are pretty decent. But if you can hold off saving for the 9060 XT, that’s probably a smarter long-term choice. Who knows, by the time you're ready to buy, the 9070 might be within reach!

But the 9070 is double the price of the 9060 XT, which is way beyond what I can afford right now.
