I'm building my first PC and I'm torn between getting a used RTX 3080 or a new RX 9060 XT, especially since they are priced the same. Which one is better for performance and reliability?

Honestly, the RX 9060 XT with 16GB is a solid choice. It's strong enough for most gaming needs.
If I were in your shoes, I'd consider getting the RX 9070 XT instead. It provides excellent value for your money at the moment.
I'd recommend the RX 9060 XT. It's a newer model, so it's more efficient. While the RTX 3080 is faster, it only comes with 10GB of VRAM, and buying used often means more risks, like potential defects with no warranty.
For playing at 1080p or even 1440p, either one will do fine. For my part, I prefer the 3080 because of its DLSS support, which is a great feature for enhancing performance.
