I'm deciding between two graphics cards: the Gigabyte Radeon RX 9070 XT 16GB Gaming OC for $720 and the PowerColor Radeon RX 9070 16GB Reaper for $710. I've heard that PowerColor and Sapphire are regarded as the best manufacturers for AMD cards, but does the brand really make a difference when one is an XT model and the other isn't?

If your budget is around $700, definitely grab the Gigabyte 9070 XT. If you can save some cash, just get the cheapest 9070 available, as brand names really don’t mean much in today's market. It's all about value!
The PowerColor is actually the most affordable 9070 I've found in my area at the moment.

Just so you know, these cards are the two most affordable options I could find right now.
