Why are my GPU fans stuck at 0 RPM and I can’t access AMD Adrenalin?

I've noticed that my GPU fans are running at 0 RPM, and my graphics card is overheating because of it. I also can't seem to find the AMD Adrenalin software anywhere, even though the AMD Install Manager says it's downloaded. This is my first time dealing with a GPU and its software, so I'm a bit lost. Any help would be appreciated!
