Why can’t I access GPT-5.6 Luna through Amazon Bedrock?

Whenever I try to use the openai.gpt-5.6-luna model in Amazon Bedrock, I receive a 401 error saying the model isn't available for my account. The message suggests exploring other available models or contacting AWS Sales. Is anyone else seeing this, and is there an agreement or access request I need to complete first?

This usually means the model hasn’t been enabled for your account or region yet. Check whether there’s a model access agreement or approval step in the Bedrock console, and confirm that you’re using a supported region. If nothing appears there, opening an AWS support case or contacting AWS Sales may be necessary.

Do you know where the agreement is shown? I haven’t seen any prompt or approval option in the console.
