Why Can’t I Access My Xbox Development Portal?

I've been trying to use my Xbox in developer mode, but I'm unable to access the portal on my computer. I'm confident that I'm using the correct IP address and port (11443), but I just get an error saying that it took too long to respond when I try to access it through my browser. It seems like a network issue since I've also struggled with getting FTP to work on the same network, not just with my Xbox, but also with my PS3 and PSVita. I have a Spectrum modem and router. Does anyone have ideas about what might be causing this? Appreciate any help!

Just to double-check, make sure you're using your Xbox's local IP, not your home’s external IP. It’s easy to mix those up. The local IP should be visible on your Xbox screen next to 'console IP'.

You could also try accessing the console's web server from your phone's web browser while on the same Wi-Fi. This will help you determine if the problem is with your PC specifically.

Have you considered DMZ settings for your Xbox’s IP? It might help in some cases, but remember it shouldn’t really be necessary for local network access.

First things first, try rebooting all your devices—your computer, modem/router, and Xbox. If it was working before and suddenly stopped, this can sometimes help resolve the issue. Just saying 'anymore' suggests it was fine at one point, so a reboot might do the trick.
