Why Can’t My 4090 and 9950X3D Maintain 500 FPS in Counter-Strike 2?

I mainly play Counter-Strike 2 and recently bought a 500Hz 1440p OLED monitor. I upgraded to an RTX 4090 but still couldn't maintain 500 FPS consistently, so I replaced my CPU with a Ryzen 9 9950X3D after hearing it would improve performance. However, I'm seeing little or no improvement. My system has 96GB of DDR5-6400 memory, two 4TB M.2 drives, and the RTX 4090. Is there a configuration issue, or are the performance comparisons I've seen unrealistic?

Some players report much higher averages by running 1280x960, using 4x MSAA, high model quality, low settings elsewhere, and adjusting CPU affinity. Those results aren’t directly comparable to 1440p gameplay on a 500Hz display, and average FPS alone doesn’t show 1% lows or frame-time spikes. OLED image quality and motion clarity are separate considerations, so the monitor itself isn’t what would cause the low FPS.

That comparison is hard to interpret without knowing the exact test conditions. I’m trying to determine whether my system is misconfigured rather than expecting every match to stay above 500 FPS.

For pure gaming, a lower-core X3D processor can perform similarly or sometimes better because the game stays on the chiplet with the extra cache instead of moving between chiplets. PBO and a moderate boost override may provide a small gain, but they won’t turn an inconsistent 500 FPS into a guaranteed result. Compare using the exact same resolution, settings, map, and benchmark route before judging the hardware.

The rest of the system matters a lot here, especially memory configuration and tuning. A 9950X3D has an X3D chiplet and a standard chiplet, so game threads landing on the wrong one can hurt performance. Make sure the latest BIOS and chipset drivers are installed, Game Mode and the AMD scheduling components are working, and that the memory is stable at its rated speed. Monitoring per-core clocks, effective clocks, GPU usage, and frame times should help identify what is limiting you.

Holding 500 FPS continuously in CS2 is difficult, even with top-end hardware. Real gameplay has CPU-heavy moments and frame-time dips, so averages from benchmarks or empty maps can be misleading. Check your resolution, graphics settings, BIOS, memory timings, game version, background processes, and whether the game is using the correct X3D CCD. Manual tuning may help, but perfectly consistent 500 FPS probably isn’t realistic.

I understand that the 1% lows won’t stay at 500, but I’m seeing roughly 30–35% less FPS than other systems with supposedly similar hardware. That difference seems unusually large.
