I created a new Azure account about a week ago, started with a Free Trial, and then upgraded it to an Azure Plan (Pay-As-You-Go) subscription. Since then, the subscription has had a few provisioning issues, including resource providers that were not registered automatically. Most of those problems have been resolved, but I still cannot deploy many VM sizes in East US.
Common sizes such as Standard_D2s_v3, Standard_B2s, and several Bpsv2 options show as unavailable. The portal reports a NotAvailableForSubscription error. The subscription is active, I am the Owner, Microsoft.Compute is registered, resource groups can be created, and the region has available vCPU quota. The issue occurs with multiple VM images.
In Usage + Quotas, some VM families—including Bpsv2—show 0 of 0 quota, while other families have limits available. I'm trying to determine whether this is caused by the Free Trial conversion, missing quota or provider registration, regional capacity constraints, an account restriction, or some other subscription-level issue. Has anyone dealt with this on a new Azure Plan subscription, and what resolved it?

East US is often heavily subscribed, and popular or older VM families can be unavailable even when your subscription has some regional vCPU quota. Try another region such as East US 2 and test newer VM generations as well. Quota only defines what your subscription is permitted to use; it does not guarantee that physical capacity is available.
Start by submitting a quota increase request from Subscriptions > Usage + quotas. Select the region and VM family you need. Keep in mind that approval is not guaranteed, especially for newer accounts or heavily requested VM sizes.
The 0 of 0 values are the strongest clue that those VM families were not allocated to this subscription at all. Also, NotAvailableForSubscription usually indicates a subscription-level restriction, whereas SkuNotAvailable more often points to regional capacity. Mention the Free Trial-to-Pay-As-You-Go conversion and the affected 0-of-0 families in a quota or service-limits support request. Azure may still suggest another region or SKU, and older VM families can face tighter growth controls.
Check whether the quota management provider is registered. A new subscription can initially show misleading zeros on the quota page until that provider is registered and the backend finishes updating. If the values remain at zero, contact Azure support and request access for the specific VM families.
