I installed an RX 9070 XT today and am seeing around 170 FPS in a benchmark where I expected about 250 FPS. I have not intentionally changed any graphics settings. My CPU is a Ryzen 7 9800X3D. Could this performance difference be caused by the card, or is there something I should check before assuming the GPU is faulty?

It is difficult to diagnose without knowing the exact game or benchmark, resolution, graphics settings, driver version, and how the earlier 250 FPS result was measured. Make sure you are comparing the same benchmark scene with identical settings and conditions. A drop to 170 FPS by itself does not suggest a defective card, especially if performance is otherwise stable.
The 9800X3D should not normally be an issue, but the benchmark details still matter. Disable background recording or overlays, let the card reach its normal operating temperature, and run the test several times. If the results are repeatable and the GPU is not reaching its expected utilization or clock speed, then investigate drivers, power cables, and cooling before considering an RMA.
First clarify whether both results were recorded today with the new card, or whether 250 FPS was measured with your previous GPU. Also check that the monitor is connected to the graphics card, the correct GPU is selected, and that the driver, power settings, temperature, and clock speeds look normal during the benchmark.
