I'm running Windows 11, and every single time I boot up my computer, I'm confronted with the "Choose privacy settings for your device" setup menu. I turn everything off and click accept, but then, shortly after, whether I'm using the computer or even if it's just idling, it blue screens and restarts, bringing me back to that same setup menu. This also happens if I restart or power it off manually. What's going on and how can I fix this?

Sounds like the problem might be related to a Windows update. If you're having slow downloads even with a wired connection, it could definitely be a connection issue. Make sure your internet is stable while the updates are downloading. This could be contributing to the crashes!
