My Redragon Anvil speakers have recently started turning themselves back on a few minutes after I switch them off. They remain off for roughly five minutes, then power up again—even after Windows 11 has been shut down. However, they stay off if I unplug the computer from the wall or disconnect the speakers' USB cable from the computer. What could be causing this, and how can I stop it?

You can also check Device Manager under the USB Root Hubs’ Power Management tabs and disable options related to allowing devices to wake the computer. That said, Windows settings may not solve this while the PC is fully shut down, since the USB power is controlled by the motherboard’s standby-power settings.
The speakers are probably still receiving 5V standby power through the computer’s USB port. Many motherboards continue powering USB ports while the PC is shut down, so the speakers can come back on even though Windows is no longer running. Plug the speakers’ USB cable into a phone charger for a while as a test. If they still turn on, the speakers themselves may be faulty. If they stay off, the computer’s standby USB power is the likely cause. You can usually disable that in the BIOS with a setting such as ErP, Deep Sleep, or USB power in S4/S5 states.
I wasn’t sure which USB entry belonged to the speakers, but all of the USB hubs currently allow the computer to turn them off to save power. I’ll try testing the speakers with a separate charger and then look for the BIOS power setting if necessary.
